Said back to an apology or an explanation, it closes the matter: no hard feelings, let it go.

Where it comes from
A compression of 'está todo bien'. Both final consonants are aspirated away — the /s/ of está and the /d/ of todo — which is why it is written with apostrophes or, increasingly, as the single word tato. The spelling tato is now dominant in messaging.
